The Victor Company of Japan Released a small number of selections of high-speed tapes at 30 ips (76/cm/s) for the consumer in the mid- late 1970s. The semi- pro Technics U-76 (RS-1800 outside of Japan) released in the later 70s was the only consumer machine available as far as we know.
Needless to say these are very hard to find in Japan or anywhere else at this point.
